I dunno if you mentioned this already - but how do you handle updates? So a new person's record is added. The have a combination of programs that may or may not exist in the bridge table. Do you pivot out and search for every column out of the 20, adding a new combination if not, and reusing if found?

Updates can be handled two ways. Either loking for new rows and changes only and inserting the new and updating the changed rows(Like CDC). Or a complete truncate and reload.
